General information Republican united state system of projects outsourced expertise was formed by the resolution of the Council Ministers of Kazakh USSR, «About the implementation of the resolution of Council Ministers of the USSR», dated August 26, 1987 № 400, «About perfection of projects and estimates expertise on the construction of enterprises, buildings and structures, subordinating to republican and local governing board», dated July 23, 1987 № 841, according to Guryev regional council’s decision, 12 February of 1989 under the Guryev regional executive committee was formed Bureau of Kazakh general expertise, then transformed into a subsidiary state enterprise «Atyrau state expertise». By the order of RSE «State expertise» № 127, dated 05 July, 2012, SSE «Atyrau state expertise» was reorganized into the branch of RSE «State expertise» by Atyrau oblast. By the order of RSE «State expertise» № 112, dated 26 May, 2016, the branch of RSE «State expertise» by Atyrau oblast was reorganized and joined with the branch of RSE «State expertise» by Mangistau oblast into the one branch and renamed to the branch of RSE «State expertise» by the West region, forming production department in Atyrau city. A branch is a separate division of RSE «State expertise», which realizes its functions by carrying out of pre-project, project (project-estimate) complex outsourced expertise, referred to the state monopoly. The branch of RSE «State expertise» by the West region in its activity obeys to the acting of the Republic of Kazakhstan legislations, Republic of Kazakhstan Government decisions, Republic of Kazakhstan committee on construction, housing and utilities services of the Ministry for investments and development orders and resolutions, RSE «State expertise» orders and decrees and Statement about the branch. In the process of projects expertise, the experts of RSE «State expertise» by the West region offer effective project decisions, allowing to increase the quality and progressive level of considering project and project-estimate documentation.
