Seminar on a subject "Improvement of a resource method of determination of cost of construction. New in software products ABC-2018"

In pursuance of the Plan of vocational education of workers of RSE Gosexpertiza for 2018, from May 31 to June 1, 2018 experts of branches of RSE Gosexpertiza participated in a seminar on a subject "Improvement of a resource method of determination of cost of construction. New in ABC-2018 software products" which took place in the city of Almaty. The moderator of a seminar - Inkom LLP. During the seminar the following questions were considered: 1. The review of development of methodical approaches of pricing in construction of the Republic of Kazakhstan during 2015-2017. System of the state standards for pricing and estimates. Rules of determination of cost of construction of facilities due to the state investments and means of subjects of the quasi-public sector, methodical instructions on transition to the estimate regulatory base of 2015. 2. Improvement of methodical approaches of pricing in construction of the Republic of Kazakhstan since 2018. Basic provisions and requirements "The normative document by determination of estimated cost of construction in the Republic of Kazakhstan". 3. Basic provisions and requirements "The normative document by determination of value of overhead costs and estimate profit in construction", "The normative document by definition of the additional expenses connected with solutions of the project of the organization of construction" and "Methodical instructions on transition to the estimate regulatory base of 2015 (with changes and additions as of 03.08.2017)". 4. Implementation of new methodical approaches in program ABC -4 complex of editorial office 2018. Changes in an input language of ABC -4, technology of development and release of complete estimate documentation according to new requirements "The normative document by determination of estimated cost of construction in the Republic of Kazakhstan". 5. Three-stage technology of pricing of construction products by a resource method. Development tools of basic data for issue of local estimates – the place of the screen editor (SE) and the circle of the tabular editor (TE). Means of work with the resource estimate regulatory base (RSNB RK) – a subsystem "Information support" and "The knowledge base of ABC". 6. Release of summary (integrated) documents – object estimates, estimate calculations of cost of construction, summary estimates, the summary sheet of material resources and the equipment. Forming of complete estimate documentation for representation in examination, forming of the estimate of the customer. 7. Forming of the estimate of the contractor (offer) as a part of the competitive sentence to carrying out government procurement of contract works on the basis of the estimate of the customer. Forming of the directory of single contractual quotations to the turnkey contract and for settlement for the performed works. 8. The AVS software products in technologies of information modeling at stages of life cycle of construction subjects of the BIM platform in integration with ABC -4. Upon termination of a seminar participants were handed certificates.
