Information on meeting on implementation of the industry program "Ak bulak” for 2011-2020

On August 14 of this year branch RSE "Gosexpertize" on the Aktyubinsk area (further - branch) held meeting on a question of violations and deviations from requirements of the state standards allowed by the design organizations, at submission of documentation for state examination according to the "Ak bulak” program and observance by the design organizations of high-quality comparison of options of the equipment and materials according to existing normative and technical documents. Also, the questions of modification and additions in some state standards and orders were raised. In work of meeting which was held in a mode of a round table, took part: 1. From branch: Lekerov S. O. - the director; Kandygulov K.K. - deputy director; Kuzdibayeva S.R. - the head of sector of engineering networks and constructions and Bashigulov R. G. - the head of budget and economic sector. 2. From administrators of the budgetary programs, customers (GU) of the Aktyubinsk area: Zhubanyshov Zh.A. - deputy chief of the department of power and housing and communal services of the Aktyubinsk area; Muzdybayev E.M. - chief specialist of department of municipal services of energy division and housing and communal services of the Aktyubinsk area; Azhgaliyeva Z.R. - head of department of project works and budget norms of management of construction of the Aktyubinsk area; Hayrullina E.M. - chief specialist of GU "Department of Construction of Aktobe". Also, heads and specialists of 5 design organizations of the Aktyubinsk area carrying out project works concerning the industry program "Ak bulak” were invited. At meeting made a speech: Lekerov S. O., Kandygulov K.K. "About need of strict observance of requirements of the current legislation and other standardly legal acts of RK in the field of architecture, town planning and construction during the developing, coordination, passing of examination and the approval of project (design and budget) documentation, including according to the "Ak bulak” program”, "About modification and additions in some state standards, namely in the order of the Chairman of Agency of 25.07.2011 № 264 "About measures for implementation of the industry program of drinking water supply "Ak bulak” for 2011-2020 and to design improvement of quality" and RDS RK 1.02-04-2013 for definition of levels of responsibility of projected and buildings under construction and constructions"; Kuzdibayeva S.R., Bashigulov R.G. "With the analysis according to the design and estimate documentation according to the program "Ak bulak” . Being Under Consideration of State Examination", "About Most Often Allowed Violations, Deviations and Systematically Repeating Mistakes regarding Comparison of Options of the Equipment of the Same Brands by Various Suppliers in the Design and Estimate Documentation according to the "Ak bulak” Program Presented to Departmental Branch Institute"; heads and representatives: administrators of the budgetary programs, customers (GU) and design organizations "About Need of Introduction of Recommended Materials and the Equipment Departmental Institute in the AVS-4 and SANA Program". Participants of meeting, also raised and discussed the questions on energy saving and energy efficiency increase when developing projects. Following the results of meeting, participants came to a consensus about need to continue collaboration, and also to take into account characteristic defects and deviations at submission of documentation for state examination according to the "Ak bulak” program, to take measures for improvement of quality of design and when comparing options of the equipment optimum option to define taking into account the smallest size of the given expenses taking into account reduction of expenses of material resources, labor costs, the electric power, fuel, service life, existence of the service centers and the Kazakhstan contents. Besides, in due time to react to changes and additions in existing legislative and standardly legal acts of RK in the field of architecture, town planning and construction.
