Public hearings on pricing.

On December 6, 2022, public hearings were held on pricing for goods (works, services) produced and (or) planned for the implementation of the RSE Gosexpertiza as a subject of the state monopoly, namely, for services for conducting a comprehensive non-departmental examination of construction projects. This draft cost was developed in accordance with the Law of the Republic of Kazakhstan "On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on the Development of Competition." The law amended article 193 of the Business Code, in particular, provides for the formation of prices for goods, works, services produced and (or) implemented by the subjects of the state monopoly on the basis of separate accounting of costs for each type of goods, works, services. Based on the above amendments, amendments and amendments were made (Order of the Chairman of the Agency for the Protection and Development of Competition of the Republic of Kazakhstan dated April 13, 2022 No. 7) to the Rules for the pricing of goods, works, services produced and implemented by the subject of the state monopoly, special law approved by Order of the Minister of National Economy of the Republic of Kazakhstan dated March 15, 2016 No. 134. In this regard, it was necessary to conduct an examination of prices for goods, works, services produced by the subjects of the state monopoly, including an examination at the cost of a comprehensive non-departmental examination carried out by the RSE Gosexpertiza. Project organizations, customers, representatives of the antimonopoly authority, state bodies, public associations, the National Chamber of Entrepreneurs "Atameken," "Chamber of Expert Organizations" and others participated in the past public hearings. At the hearings, questions were considered: how the cost of conducting a comprehensive private examination is calculated, when new changes come into force and who will be subject to new changes when they enter into force. In general, the audience did not make comments and complaints about the demonstrated project for determining the cost of comprehensive private examination and public hearings were recognized as valid.
