Republican meeting on the results of work for 2022.

On February 23-24, 2023, the Republican meeting of the RSE "Gosexpertiza" was held in Astana following the results of work for 2022. The meeting was attended by Deputy Chairman of the Committee for Construction and Housing and Utilities of the Ministry of Industry and Infrastructure Development of Kazakhstan Zhunisbekov B.M., who in his welcoming speech noted the achieved results of activities and outlined the tasks set before the republican system of state expertise of projects. Reports on the results of 2022 were made by Deputy General Directors Tikibaev E.A., Botenbaev Zh.Zh., Mankaraev Zh.Z., who oversee the relevant areas of activity of the Gosexpertiza, as well as the chief accountant of the enterprise Bishenova B.E. In their reports, the speakers paid attention to the tasks that need to be solved in the near future. The reports of the heads of the territorial divisions of the RSE "Gosexpertiza," as well as proposals for improving expert activities and its updating in modern conditions, were also heard. Special emphasis was placed on improving the quality of projects and the comprehensive private examination carried out on them. Particular attention was paid to the issues of the practice of development and approval of special technical specifications (PSTS) - special standards that are developed for the design of facilities with specific parameters that are not regulated by the current state standards. The number of requirements for the quality of initial documents for the development of construction projects has increased, which influenced the labor intensity of pre-examination work. In this regard, it is necessary to consider the issues of increasing responsibility for non-compliance with the regulatory requirements for the quality of the initial permits. submitted for a comprehensive non-departmental examination. Given the impact of global economic problems on all sectors and areas of activity, there is a need to improve the financial and economic activities of the Gosexpertiza, which consists in increasing the efficiency of the financial resources used, optimizing the costs of economic activities, improving and developing rational approaches to solving organizational issues for the Gosexpertiza. The forecast for the development of project activities determines the trends in digitalization of almost all organizational and management functions for the provision of services, design, coordination, other works and services required in the development of construction projects. In this regard, it is necessary to focus efforts on creating a regulatory framework and the organizational and technical base of technologies for creating information models of construction facilities. Of particular interest were the introduction of innovative technologies for information modeling of construction facilities into expert activities, which make it possible to bring design and expert activities to a new qualitative level. In order to create a personnel reserve, it was proposed to intensify career guidance work with representatives of the project community, graduates of construction universities in terms of involving them in expert activities. Proposals for holding the Open Day in the subdivisions of the Gosexpertiza, round tables, seminars and other meetings with specialists of various levels were considered. All proposals considered at the Republican Meeting were analyzed and the tasks of the enterprise were formed for the near future and groundwork for a promising future was determined.
