Meeting on issues of improving the quality of design work

Almaty has consistently been one of the leading places in the Republic in terms of construction. The implementation of the state Program on annual housing construction, creation of new objects of industrial, trade, social, cultural, as well as construction of transport communications require timely and qualitative assessment of projects. All the territorial units of the system of RSE "Gosexpertiza" strive to match the requirements of modern construction business, which requires speed, flexibility, but at the same time the rigidity and integrity in the decisions taken. On the 11 of March 2016 the expanded conference on improving the quality of development of design estimates documentation and saving of budgetary funds allocated for the construction was held in Almaty akimat under the chairmanship of Deputy akim of Almaty Bolat Sauranbayev, through interaction of RSE "Gosexpertiza" with local executive organ. Also the meeting was attended by Deputy Akim of Almaty Asel Zhunusova, the chief architect of the city Gabit Sadyrbaev, heads of structural units of Akimat, municipal services of the city and the project organizations. The conference was opened by Deputy Akim of Almaty, Bolat Sauranbayev, who noted that the design of new municipal facilities occurs poor quality and economically inefficient. Deputy akim outlined the actual problems that require urgent solutions shared by all members of the design and construction of the complex. During the meeting Sayabek Lekerov director of branch RSE "Gosexpertiza" in Almaty, gave a presentation on the main activities of the branch for 2015, which noted that 723 projects were received for 2015 to the branch, of which 77 are returned on completion. The total declared value of the projects amounted to 867 billion tenge, which after passing the expertise was reduced in the amount of 49 billion tenge including projects financed through public investments by 43 billion tenge. Also, were presented the most frequent comments on the draft, including the absence of the geological section, failure to comply with the recommendations of the special technical conditions, not represented thermotechnical calculation, etc. To this end it is planned to conduct series of joint activities aimed at improving expertise, information and methodological support to designers and organization of the constructive dialogue on urgent issues. One of the highlights of the report is the growth in the proportion of Kazakhstan content in construction projects. As a result of the examination, this figure increased by 12.01% compared to 2014 and totaled 75.15%. At the end of his report, the director of the branch designated target on the interaction with local executive bodies on the quality of design in 2016.
